Rachel Wright is the Past Chair of the Board of Directors at the Colorado Perinatal Care Quality Collaborative. As a community neonatologist that cares for sick babies at 7 neonatal ICUs around the Denver area, Rachel has been an active member of CPCQC since 2011. While Vice Chair and subsequently Chair of the Board of Directors, she helped shepherd the organization from a non-profit educational group that focused on relationship building, to Colorado’s state perinatal quality collaborative. Rachel is interested in improving collaboration amongst healthcare institutions as she believes that will enhance care to all babies in Colorado. Rachel received her undergraduate and medical degrees from The University of Texas at Austin and The University of Texas Medical Branch, and completed Pediatric Residency and Neonatology Fellowship at Children’s Hospital Colorado.
Dr. McClelland is a general OB/GYN at Denver Health, where he serves multiple roles, including as Associate Chair of Outpatient Obstetrics and Gynecology. He has been involved with CPCQC since early 2022, as a member of the Board of Directors and as a co-chair of the steering committee for the SOAR project. A native New Yorker, Dr. McClelland attended Yale University for undergrad, received his medical degree from Harvard Medical School, and completed his OB/GYN residency at NYU School of Medicine. He moved to Colorado with his family in 2021 and now solidly does all the things Coloradans do, while clinging to his sense of superiority of New York bagels and pizza. Occasionally, he appears at local open mics to turn his Classical violin background towards folk music. His writing has been published in The New York Times, The Atlantic, Slate, and The Messenger.
Beverly Razon is the Senior Vice President of Public Affairs for the COPIC family of companies. She directs the government affairs activities in COPIC’s regional market as well as oversees COPIC’s public engagement, corporate social responsibility efforts and the COPIC Medical Foundation. She works to build relationships with business, community, patient advocates and health care organizations to identify opportunities to partner on issues of joint importance. Beverly’s internal role at COPIC consists of coordinating with leadership to develop and implement the company’s strategic plan, develop engagement strategies, establish multi-market policy platforms, and assist in partner outreach and coordination. Beverly serves as the Board Treasurer for CPCQC in addition to serving on several other boards. She holds a masters in business administration from Regis University and bachelors of science from Doane College.
Mary Tracy Mock is a seasoned health care executive with more the 35 years of experience in payor/provider contracting and has extensive experience in value based care arrangements, including capitation and full risk contracting, and direct to employer offerings. She is passionate about improving health and wellbeing of individuals, communities and organizations through innovative programs that support and build individual accountability and enhanced whole person health outcomes. Mary has serves on the Mental Health Partners Board of Directors, and on the Board of Advisors, for Ethos Laboratories and Helm Health. She is a 3-time graduate of the University of Colorado, with two Bachelor degrees and a MSHA in Healthcare Administration.
Rachel Lingreen, DO is a board certified family medicine physician with fellowship certification in surgical obstetrics. She practices in rural northeast Colorado, serving a wide range of patients and patient needs. One of her passions is maternal care in rural underserved Colorado and she has been a partner with CPCQC since early 2021. Dr. Lingreen received her Bachelor of Science at Oklahoma Baptist University, her Doctor of Osteopathy at Rocky Vista University and completed her family medicine residency at Via Christi Family Medicine Residency in Wichita, Kansas. She is a native of Colorado and loves living in her small town with her family.
Elizabeth Lattanner is Director of Communications at SonderMind, a Denver-founded, technology-enabled mental health provider. Elizabeth joined the Colorado Perinatal Care Quality Collaborative board in 2024. She brings policy communications experience to CPCQC, having worked for over a decade for Members of Congress, and remains dedicated to advancing and implementing effective healthcare solutions that positively impact Coloradans. Elizabeth completed her undergraduate studies at the University of Notre Dame.
Megan Lagueux is a Clinical Research Nurse and Research Services Program Director at the Colorado School of Public Health Lifecourse Epidemiology of Adiposity and Diabetes (LEAD) Center. She has over a decade of experience in clinical and epidemiological research and as a nurse caring for patients in obstetrics, maternal fetal medicine, and the neonatal intensive care unit. Megan served on the Leadership Subcommittee for the DEFINE program from 2020- 2022 and joined the Board of Directors in 2024, bringing her expertise in data collection and quality improvement methods to the organization. She has dedicated her career to supporting pregnant people and families through clinical care and research. She is passionate about reducing health complications for pregnant persons and improving perinatal mental health in the Colorado community. Megan holds a Master’s degree in Public Health from Harvard School of Public Health and will complete the nurse midwifery program at the University of Colorado in 2025. She has two spirited and adventurous young kiddos and enjoys chasing them around this beautiful state on foot, bike and skis.
Nicole Harlaar is a Principal Research Associate at Westat and holds a PhD from King’s College London, UK. Her work focuses on community-engaged approaches to implement and evaluate evidence-based programs and policies to improve maternal and infant health. With over 20 years’ experience in research and evaluation, she is committed to helping federal, state, and local organizations use data effectively for decision-making and systems change. Nicole served on the Leadership team for the Colorado Maternal Mental Health Collaborative from 2021-2022 and joined the CPCQC Board of Directors in 2024. She is honored to support the Collaborative’s mission of ensuring all birthing individuals and their families in Colorado receive equitable, culturally responsive, safe, high-quality care.
Colleen Church serves as the Deputy Director of the Ludeman Family Center for Women’s Health Research. In this role, she manages the growth and development of the center’s team, operations and programs to advance strategic goals. Colleen has significant experience in philanthropy, strategy development, management, board relations and community engagement. Previously, she held leadership roles at Caring for Colorado Foundation, The Colorado Health Foundation and the Nurse-Family Partnership National Service Office. Colleen earned a BA from the University of Colorado Boulder and a master’s in public affairs from the School of Public and International Affairs at Princeton University. She is driven by a passion for women’s health and well-being and the potential of science and advocacy to create more equitable outcomes. When not in the office, she is hiking, skiing, swimming, reading, and enjoying gatherings and adventures with friends and family.
Dr. Richard Bottner serves as the Vice President of Clinical Excellence at the Colorado Hospital Association. At CHA, Dr. Bottner leads the association’s Center for Clinical Leadership and Excellence, a grant-funded department focused on improving hospital care across the state through legislative and regulatory advocacy, disseminating thought-leadership, and leading multi stakeholder problem-solving. Dr.Bottner’s focus areas include alternative payment models centered on quality and population health measures, behavioral health and substance use disorders, maternal health, health care workforce, and health equity. Prior to joining CHA, Dr. Bottner was on faculty at Dell Medical School at The University of Texas at Austin where he led statewide systems improvement related to substance use disorders, and authored dozens of peer-reviewed articles and delivered hundreds of lectures on this topic. Dr.Bottner completed undergraduate studies at Babson College, followed by a Master’s degree in PA studies from Quinnipiac University and a Doctor of Health Administration from the Medical University of South Carolina.
Kelly Bernatow currently serves as a WHNP/Women & Children’s Nurse Navigator at UCHealth’s Poudre Valley Hospital in Fort Collins. Kelly has been an active member of CPCQC since 2017, assisting with the implementation of the CHoSEN Collaborative into the Northern Colorado region, alongside the late Dr. Annie Hall – Neonatologist. Her emphasis and passion revolve around eliminating stigma surrounding perinatal substance use disorder, medicated assisted treatment programs, and substance exposed newborns. She strives to create an environment of nonjudgement and innovation of new methods of ‘plans of safe care’ for these vulnerable patient populations. Kelly is enthusiastic to continue to broaden the scope of the impactful work of the CPCQC.
Kelly was presenter of ‘Grief is a Process Some Call a Journey’ at the 2014 AWHONN National Convention for her work with the development of her hospital’s Perinatal Bereavement Program. She was also invited as KeyNote Speaker at the 2023 CO Safe Haven for Newborns Annual Gala in response to her efforts in action on a difficult Safe Haven surrender. Kelly now also continues her work with that platform as one of their board members since winter of 2023. Kelly completed her undergraduate studies at the State University of New York Upstate Medical University, followed by her Master’s degree in Women’s Health from the University of Cincinnati – Graduate College of Nursing. She hopes to continue to enhance her education in the near future by obtaining her Perinatal Mental Health Certification and potentially returning to graduate studies for her Psychiatric NP or Doctorate degree.
Shadé Awoniyi is a current Obstetrics and Gynecology Chief Resident at the University of Colorado, she contributes her knowledge of women’s health clinical care and behavioral health science to the organization. Shade’ holds an undergraduate degree from Baylor University, an MPH from Emory University, and an MD from the University of Colorado. Her dedication to addressing health disparities through quality improvement initiatives is evident in her current research project focusing on enhancing maternal healthcare outcomes with access to remote clinical care. With a commitment to healthcare equity, Shadé strives to make impactful contributions to women’s health.
Jessica Anderson holds a faculty appointment as Associate Professor. She earned her bachelor’s in nursing from Viterbo University in Wisconsin, her master’s in nursing (nurse-midwifery) from Marquette University in Wisconsin, and her post-master’s certificate as a Women’s Health Care Nurse Practitioner and Doctorate in Nursing Practice (DNP) from the University of Colorado College of Nursing. Jessica’s professional interests include water birth, nitrous oxide for labor, women’s health care policy, practice development, rural care, maternal mortality, substance use disorder, and doula care. She is active on committees with Colorado Health Department, Colorado Hospital Association, and American College of Nurse-Midwives (ACNM). Jessica is currently chair of The Colorado Perinatal Care Quality Collaborative.
Jessica is currently Director of Midwifery & Women’s Health Services at the College of Nursing. She supports the four nurse-midwifery and one women’s health nurse practitioner faculty practices across the Colorado front range. In addition, she teaches in the nurse-midwifery specialty program and DNP program. Jessica continues to actively practice and support multiple quality improvement projects and programs across the college and UCHealth system. Jessica’s current program work includes rural midwifery care, recovery coach doula program, and virtual prenatal care.
Jessica has presented at local and national conferences including the ACNM Annual Meeting & Exposition, Association of Women’s Health, Obstetrics and Neonatal Nursing National Conference and American Academy of Family Practice Family Centered Maternity Care Conference on an array of topics including nitrous oxide, water birth, skin to skin, breastfeeding, and perineal suturing. In addition, Jessica is a nursing textbook contributor and has published several peer-reviewed articles. She has been recognized with American Academy of Nursing Edge Runner Award, Colorado Nightingale Luminary Award, and University of Colorado Innovation in Practice Award. She is the Region 6 Representative for the American College of Nurse-Midwives Board of Directors and is a member of the Colorado Maternal Mortality Review Committee.
