Stronger Systems, Safer Births: Colorado’s 2025 Hospital Quality Improvement Report

Stronger Systems, Safer Births is the annual report submitted by the Colorado Perinatal Care Quality Collaborative (CPCQC) to the Colorado Department of Public Health and Environment (CDPHE) in fulfillment of Senate Bill 24-175.

This report establishes an essential pre-statute baseline of maternal and infant health quality improvement (QI) efforts across Colorado. It covers the active implementation of evidence-based Alliance for Innovation on Maternal Health (AIM) Patient Safety Bundles—including SOAR (Safe Reduction of Primary Cesarean Birth), Turning the Tide (Care for Perinatal Substance Use Disorder), and SPARK (Postpartum Discharge Transition)—while previewing our newest standalone infant-focused initiative, NEST.

In 2025, an incredible 96% of Colorado birthing hospitals voluntarily participated in a CPCQC-led QI initiative prior to statutory requirements taking full effect.
